When I clicked on Tudhaliyas II's name, I see that he's listed in the Middle Empire instead of the New Kingdom as Dise says in the lecture. Still, the story of Mudawatta is there and further down is a map of the areas mentioned:
Trying to answer Dise's question about why Hatti never decisively defeated its enemies made me wonder if the prevailing thought at the time was that the kings felt that eventually all the lands they controlled would acknowledge the rightness and inevitability of Hittite rule. Did they believe that all would finally see that Hatti offered a great and peaceful lordship and that the wise thing to do was accept and submit to it and therefore, peace, justice, and success would be available to all?
Nice dream but like America now, we want to export what we consider fairness, justice, and equality to the world but even in our own country, not all agree on what is fair and just.
Of course, this is all supposition; we don't know why Hatti chose the course it did.
